The role of the service centres in Rhineland-Palatinate

The service centre Mosel, located in Bernkastel Kues, is one of six service centres which are assigned to the department of economy, traffic, agriculture and wine growing. The service centres focus on different tasks which include the rural development and land division, the agricultural, vinicultural and horticultural consulting and agricultural research.

The vocational schools of agriculture are integrated into the service centres, because of the unity of governmental consulting and school education.


Role of the Service Centre Mosel

The service centre Mosel has its focus on the rural development and land division, the stimulation of investment and market for agricultural farms as well as the consulting for the cultivation of steep vineyards. Different departments take responsibility for these duties.


Rural development and land division

The department of rural development Obermosel (responsible for the county of Trier-Saarburg and the city of Trier) and the department of rural development Mittelmosel (responsible for the county of Bernkastel-Kues) are working in projects concerning the rural land division based on the law of land consolidation. The land division improves the agricultural circumstances and also supports local projects, like road constructions, water supply and distribution or nature conversation.

Rural development must not focus only on agriculture or farming, but needs to also factor in local development (like industry, tourism, jobs etc.) and cross link between them. An important future task will be the setup of "Integrated rural development concepts" for one or more municipalities and the consulting of the implementation.


Stimulation of investment and market

The service centre Mosel is responsible for financial grants for winegrowing, horticulture and agriculture throughout Rheinland-Pfalz. The main focus lies on the advancement of the individual business investment and market.

The farmer files the application directly at the service centre Mosel in Bernkastel-Kues, or at one of the branch offices in Mayen or Neustadt. During the application process the farmer can ask for consultancy from the chamber of agriculture. If the application is granted the farmer will be supervised by one of the local service centers.

Concerning the processing and distribution of the agricultural products the service centre Mosel provides advice to interested wholesale companies and farmer associations about support programmes for the improvement of the market structure.


Winegrowing and oenology

The cultivation of the steep wineyards is an impotatnt economical foundation for the growing area Mosel, the biggest connected Riesling area in steep slopes worldwide. The cultural landscape is also the foundation for tourism. The conservation and development of the steep wineyards is an important task for the region.

The service centre Mosel supports the cultivation of the steep wineyards with vinicultural consulting and research (for example pest management advice, working technique, cooperations etc.). For the oenology consulting a modern wine laboratory is available. Because of its high competence the service centre Mosel is responsible for the cultivation of the steep wineyards in the growing area Mosel and also in the growing area Ahr.

The promotion of the cultivation of the steep wineyards is summarised in a paper called "Steillagenkonzept" (steep wineyard concept) which connects the vinicultural and oenology consulting with other local developments.


Study and research

The vinicultural research concerning wine growing, optimization of vine harvesting and pest management is done through a experimental farm. An experimental wine cellar is used to answer specific vinicultural questions (concerning ingredients, shelf life and development of new wine styles). The experimental farm is located in Trier and Bernkastel-Kues.


Vocational schools

The service centre Mosel is vocational school for winegrowing in Bernkastel-Kues. Because of the unity of school and consulting an ongoing basic and advanced training for agricultural professions starts at vocational school and continues with the consulting and offer of further training and education.


Nutrition consulting

The nutrition consulting informs the citizens about a balanced diet and the advantage of the local products. The goal is to create a strong awareness for a balanced diet and to avoid nutrition mistakes. Another goal is to stimulate the citizens to focus on local products.

The nutrition consulting supports the schools and organizes different interesting presentations.


Control service for agricultural support

Since 2010 the DLR Mosel for the whole country of Rhineland-Palatinate performs the functions of the control service for financial support to agriculture. The service is part of the agency Rhineland-Palatinate, on the total EU aid will be handled in the agricultural sector. The Service guarantees the proper use of public assistance and thus ensures the timely payment to the agricultural enterprises.
